"[When] the Man estate planned the development of Kew Gardens, they laid it out exclusively for individual homes. ... Only one or two avenues were reserved for the erection of anything other than dwellings. It was thought this very limited area would be taken over for business. However, a large portion of this area has been utilized for the erection of high-class apartments. The conditions of modern living, which induce the well-to-do in many cases to prefer a modern apartment to a private dwelling, led to the multi-family construction."
